Even with today’s highly developed urban infrastructure, Japanese cities still face many challenges, such as the need for new infrastructure development and disaster preparedness. There is an urgent need to develop roads to fill in the missing links in road networks, new railroads to improve convenience, and more recently, underground rivers and large-scale underground rainwater storage facilities to make our cities more resilient to natural disasters such as heavy rain. An effective solution to these problems is a tunneling technology known as shield tunneling. Shield tunneling is a method of constructing tunnels by digging through the ground with shield machines while simultaneously assembling arc-shaped blocks called segments. Unlike the open-cut tunneling method, which involves digging down from the ground to create a tunnel, this method does not occupy the ground above and is therefore widely used as an effective tunneling technology, mainly in urban areas.

Nippon Civic Consulting Engineers was established in 1964 to develop shield tunneling methods and steel segments for sewerage improvement projects in urban areas, which increased with the Tokyo Olympics. Since then, we have grown into a comprehensive tunnel specialist involved in the planning, survey, design, and maintenance of underground infrastructure projects, including not only water supply and sewage systems, but also roads, railroads, utility tunnels, and underground rivers, and have accumulated extensive knowledge in the area of underground construction using a range of methods, including shield tunneling, open-cut tunneling, mountain tunneling and underwater tunnel construction. Our mission is to use our expertise to resolve new urban problems.

Our greatest strength is our engineers who are ready to face the challenges of today. Even today, when computer technology has advanced so far, it is impossible to resolve new problems without the skills that lie within people. Our strength lies in our engineers, who are able to find the best solutions to the challenges that continue to arise in urban development projects.

We will continue to play a strong role in Japan’s infrastructure development in the years to come. At the same time, we are looking overseas and envision a future in which we can contribute to the development of local urban infrastructure through technical assistance, particularly in Southeast Asia, where economic development is progressing at a remarkable rate. To this end, above all, we will focus our energy on the training of next generation engineers. We are proud of the reputation we have built and the trust placed in us by society. The word “civic” in our company name means “citizen’s” or “relating to a city or town”. “Civic” is also etymologically linked to civil engineering. This was the idea of one of our employees, who expressed their desire to do work that contributed to the lives of city residents in the civil engineering field. We have been involved in many urban infrastructure projects using shield tunnels, which is our specialty. This is the design of tunnels for infrastructure such as highways, subways, electricity, water and sewage systems, and underground storm water storage facilities.
